Yes, the kids were in it!

In Illinois, a woman was arrested after police said they got a call from a “concerned citizen” about someone driving with two young girls on top of her car.

When they found her she explained she had the children in the pool to keep it from flying away.

She was arrested on two counts of endangering the health or life of a child and two counts of reckless conduct, and cited for failure to secure a passenger over the age of 8 and under the age of 16.
